The State Forensic Examination Committee of the Republic of Belarus and the Ministry of Public Security of Vietnam signed an Agreement on cooperation in the field of forensic activity.
The signing took place during the visit to Belarus of the Vietnamese delegation, headed by the Minister of Public Security General To Lam.
The Chairman of the State Committee expressed hope that the Agreement on cooperation will give impetus to further interaction with Vietnamese colleagues and will become the basis for fruitful and mutually beneficial cooperation, will contribute to the development and gaining new experience and knowledge by both sides.
«We are always open and ready to cooperate with those who come to us with friendly intentions and constructive proposals for cooperation», - said Andrei Shved. - The expert science can’t develop in a closed environment, within one country, this is wrong. In the modern world, in the context of increasing globalization, crime is becoming transnational, which, of course, leads us to the fact that it’s impossible to fight it using the accumulated experience of only one country. And the expert sphere is no exception, because sometimes the expert’s opinion plays a key role in the investigation of a crime».
The signing of the document became possible thanks to negotiations that lasted between the two agencies for a year.
At the meeting, the parties discussed the implementation of the potential of strategic partnership in the field of forensic activity. In particular, they discussed the development of cooperation in the field of science. The parties discussed joint development of methods and techniques, data exchange in the field of information and reference activities. The parties paid attention to conducting joint seminars, courses for the development of new methods and techniques, training, retraining and improving the professional knowledge of specialists in the field of forensic activity.
This was the first visit of Vietnamese colleagues to the State Committee. The guests got acquainted with the work of some laboratories, including the drug and psychotropic substances examination, their precursors and analogues, petroleum products, precious stones and metals, examination of paints and polymer materials.
Belarus and Vietnam have established a solid legal framework for bilateral relations, dozens of interstate, intergovernmental and interagency agreements were signed. The countries consistently carry out political dialogue at all levels, including at the highest level, and successfully implement cooperation in many areas. Vietnam is a significant and time-tested partner for Belarus.
