On August 27 the opening ceremony of the seminar organized by the Ministry of Public Security of the People’s Republic of China in the Republic of Belarus took place at the Central Office of the State Forensic Examination Committee. The event was attended by staff members of the Embassy of the People’s Republic of China in the Republic of Belarus, as well as the Chinese Ambassador to Belarus Cui Qiming and the Military and Air Attaché Qu Huijiang. The seminar will last from August 27 to September 6.
The Ministry of Public Security of the People’s Republic of China organize this seminar to implement the initiative, which was put forward by the Chairman of the People’s Republic of China Xi Jinping at the 86th Session of the General Assembly of Interpol, according to which China will strengthen support in improving the capacity of law enforcement agencies in different countries, as well as assist in developing cooperation and strengthening friendship between law enforcement agencies of China and Belarus.
Within two weeks Belarusian experts will get acquainted with the peculiarities of the work of the Chinese colleagues and share their best practices in such areas of forensic activity as DNA forensic examination, computer technical examination, identification of gunshot residue, portrait identification, technical examination of documents and, in turn, will share their experience in conducting such types of examinations.
Cooperation with the People’s Republic of China started in June, 2016 when the delegation of the State Committee visited the Institute of Forensic Science of the Ministry of Public Security of the People’s Republic of China. Since then the Institute’s delegations have visited the State Committee many times. Within the framework of the visits representatives of forensic institutions of the Ministry of Public Security of the People’s Republic of China got acquainted with the activities of the Belarusian expert agency, a number of meetings with the leadership of the State Committee were held and issues of practical interaction were discussed.
The result of the development of relations was the signing of the Agreement on cooperation in 2018, which became a reliable basis for further strengthening of friendly relations between the expert agencies of the two countries. At present there is a steady development of cooperation and deepening of interaction within the framework of the signed Agreement – Chinese equipment and related reagents are being tested on the basis of organizations subordinate to the State Committee.
In early August of this year the delegation of experts from the Institute of Forensic Science of the Ministry of Public Security of the People’s Republic of China visited Republican Unitary Enterprise «Belsudekspertobespechenie» to test genetic reagents and now the delegation of the Institute headed by the Deputy Director Wang Gui Qiang arrived at the Central Office of the State Committee to conduct a training seminar for its staff members and employees of subordinate organizations.
In October of last year staff members of the State Committee were trained at the Institute in the People’s Republic of China and this year the meeting is taking place on the basis of the State Committee.
